Fraudulent websites posing as tank terminals, storage operators, and cargo inspectors, sold as proof that product exists. Entries are sourced from public security blacklists (including the Port of Rotterdam community's storage-spoofing list) and OilFlow investigations; every entry names its source. If a counterparty's tank receipt traces to a domain on this list, the tanks do not exist. The genuine operators being impersonated are victims, not suspects.

How a cluster gets onto this directory

  1. A customer, journalist, victim, or inspector reports the pitch at /clusters/submit or via POST /api/v1/clusters/submit.
  2. An OilFlow investigator triages the submission against public registries, sanctions lists, the existing corpus, and adverse-media databases.
  3. On accept, a row enters broker_scam_blocklist with the investigator's name + the evidence chain intact. The submitter is never named in the public record.
  4. Every Cluster Intelligence Feed and Pre-Deal Copilot customer is then automatically protected. Pre-Deal verdicts against the entity return a block tier with clearance probability under 5 %.
