- A customer, journalist, victim, or inspector reports the pitch at /clusters/submit or via
POST /api/v1/clusters/submit. - An OilFlow investigator triages the submission against public registries, sanctions lists, the existing corpus, and adverse-media databases.
- On accept, a row enters
